Arasmere

Arasmere, the captain of the Eruption, stationed in the Southern Dock during Operation Pincer, was said to manage the Southern Docks with an iron fist. A number of corpses were fixed on display to a number of locations around his ship's hull, most notably on its prow where they appeared to have been crucified.

The dockhand Kenrick alleges that he has powers to command the weather and bend it to his will.
